I always check at the major hotel reservation sites for their rates, then I go to the hotel’s own website to see if their rate is cheaper… sometimes it is… if not, then I call the hotel and ask for their best rate ! PS, you don’t have to be flying to use these sites !
Cheapest I found was here:=&destination=F3895F5A-09CC-4D4B-A26A-082A01266A74%7C5A3A0C9C-F432-4B11-9B99-457A3F86B0D4%7CToronto%2C+ON%2C+CAN%7C1&mtnHotelID=285165&numrooms=1&roomOccupancyString=1%7C%7C2%7C0%7C0&searchMtmPropertySupplierId=&PSRC=OT2&usertypedcity=Toronto&paging=3&alternateSell=&searchType=&sortBy=HCOMPICK&CIMonth=-1&CODay=-1&allPropertyTypesSelected=true&COMonth=-1&priceRangeKey=1&TSRC=1&CIYear=2007&CIDay=-1

I have always used priceline.com
Once, I got a 5 star hotel normally priced at $500.00 for only $70.00.

Search hotelopia in google depending on where you live (there is a UK website and a .com), the prices are amazingly cheap and I always use them. They are very trustworthy as they are run by one of the leading travel agents in the UK.

Toronto, and cheap hotels do not equate.
They are pretty pricey.
